Hernando/Citrus MPO 2040 Long Range Transportation Plan (LRTP)

The Hernando/Citrus MPO has adopted the 2040 Long Range Transportation Plan. Looking ahead almost three decades, this document guides planning and spending for roadways, bicycle/pedestrian and transit for both Counties.  The plan satisfies the federal mandate that all urban areas have a transportation plan that can occur based on reasonably available funding and is the first LRTP developed by the newly formed joint Hernando/Citrus MPO.

Following receipt of public hearing comments, citizen input and recommendations from the Technical Advisory Committee (TAC) and Citizens Advisory Committee (CAC) the MPO Board reviewed and adopted the 2040 Long Range Transportation Plan (LRTP) on December 14, 2014. One of the Plan’s revenue assumptions was the passage of Hernando County's sales tax referendum and the continuation of transportation impact fees. The sales tax initiative failed very late in the development of the LRTP.  Due to the constrained adoption timeline, a subsequent plan amendment was initiated to balance project costs with the reduced revenue.    

Tindale-Oliver, the MPO's general planning consultant, revised revenue assumptions and updated the project list to balance the plan in Hernando County. In Citrus County, the Suncoast Parkway 2 project was appended as a committed project (US 98 to SR 44). The US 41 multi-lane project (SR 44 to SR 200) was re-segmented and advanced for completion by 2030. Also, the CR 491 project limits were adjusted and the W. Crystal Oaks Drive project was removed. Long Range Transportation Plan (LRTP)

The MPO Plan will provide a cost-effective multi-modal transportation system which provides for the safe and efficient movement of people, goods and services in Hernando and Citrus Counties.

The Transportation Equity Act for the 21st Century (TEA-21) requires each MPO to update and endorse its Regional Transportation Plan at least every three years. The plan identifies transportation issues/ concerns and problems that require improvements now or are expected to need additional attention in the future, and outlines potential course or actions design to facilitate these improvements. Specifically, the Regional Highway Section of the 2000 Transportation Plan includes recommended major improvements to the existing road network.

The 2040 Long Range Transportation Plan (LRTP) for the Hernando/Citrus Metropolitan Planning Organization (MPO) was developed during 2013 to December 2014 timeframe. This report documents in detail the different elements of the Cost Affordable Transportation Plan and the underlying processes used to develop the Plan's recommendations. The 2040 Long Range Transportation Plan (LRTP) establishes a set of Goals and Objectives to guide development and evaluation of transportation alternative to provide mobility for all segments of the Counties populations.
